The vision for this program is to put together a framework that makes it very easy for anyone to contribute devices and have them go to the most qualified community members in exchange for some commitment to do something cool with the device (attributed to Dawn Foster).
The Community Device Program is a way for community members to get devices that they can use for MeeGo work. Devices will be distributed to the most qualified community members in exchange for the commitment to do something cool with the device. Hardware manufacturers can submit a request to distribute a device to become part of this program.
Any entity participating in the program, at their own expense, with the agreed goal of getting MeeGo-capable devices into the hands of eligible MeeGo community members. Some criteria:

Note that device providers may elect to be part of the MeeGo approval process as well.
Judges will be looking for truly novel yet practical applications for provided devices. Filling an obvious gap in the MeeGo ecosystem will help your chances. Dream big, but have a solid plan for fulfilling it!
We appreciate your understanding that there are a limited number of devices and not all requests can be granted.
We also kindly ask that if/when you no longer need the device, you transfer it to another MeeGo community member or team who can use it.
