This is a request to the Technical Steering Group to approve the creation of a Localization working group. There is no procedure defined but we can can improvise with some common sense.

There is an upcoming Technical Steering Group meeting on http://meego.com/community/irc-channel. The scheduled time is Wednesday, March 24th 2010 at 20:00 UTC. Please note that the channel chosen for this meeting is #meego-meeting. An agenda for the meeting is here. This L10N working group proposal will be considered by the Technical Steering Group during the meeting.
