According to governance, the TSG are responsible for "project level decisions and overall leadership" (perhaps stretching the meaning of 'Technical' ;-)) and so it's obviously in their power to create the CSG/CWG. 1) Until we know who they are, how do we engage in a dialogue with them? 2) How will they select who is on the working group? Not everyone who's volunteering will "fit" and there's a key element to working with the existing representatives of the Moblin & Maemo communities (moblin.org and Maemo Community Council). The existing volunteers are obviously key stakeholders, and obvious members of the community mailing list if/when it is created.
